Mixed use masterplan: housing, retail, community uses, waterfront public space design. The Site is situated on the western fringes of the city of Tallinn, about 6km from the city centre. Its location at the very end of Paljasaare harbour bay and the proximity to a major transport node, linking to the city centre, Kopli bay and the northern peninsula gives it strategic importance for the redevelopment of the adjacent areas.
Like many other waterfront locations worldwide its qualities were not cherished. Additionally, during the Soviet era the sea became taboo as a symbol of freedom and a different world abroad. Industry and shipping further curtained off the waterfront from the city. Shifts in economy and trade mean that today the site lies dormant and neglected., cut off from their surroundings, inaccessible to the public and cast away from public perception. However today they present the opportunity for the city to rediscover its waterfront and the potential in reconnecting with it. As an urban Intervention this project unlocks and amplifies the potentials inherent in the site and the program.
This project is about pushing boundaries, breaking down barriers and preconceptions. The site is the canvas for engagement with the public by way of a visual and spatial amenity, where a sense of place and destination results from the close relation to its surrounding and its particular spatial organisation. The Intervention fosters the redevelopment of the adjoining areas by sponsoring the identity and character of an otherwise neglected and underdeveloped area of the city. It provides a strong identity that acts as a focal point for future developments.
